How to Contract with Parametrix

The GSA Schedule provides a flexible, comprehensive vehicle for federal agencies to use when obtaining high quality professional services in varying degrees, from small-scale to broad-based efforts. The GSA Services Acquisition Center has already made determinations that the contractors prices are fair and reasonable. Agencies save time and money when they use the GSA Federal Supply Schedules, and they can be assured that their procurement will be the best value available and comply with all applicable regulations.

GSA has reviewed Parametrix's qualifications and pricing structure and determined that our firm provides a viable service, has a history of satisfactory performance, and has the financial resources to conduct the services under the SIN categories. GSA has also determined that Parametrix's prices are fair and reasonable.

Use the following steps to develop a contract with Parametrix.

  1. Prepare a task order announcement for any of the services, or a combination of the services Parametrix provides. This includes specialized services for scientists, planners, engineers, and other professional specialties. See Parametrix Services Available Through GSA. For large task orders with a multitude of disciplines Parametrix may include subcontractors for some specialized services. These subcontractors will also help to fulfill our obligations to use small and disadvantaged firms. The request for proposal should include a statement of work with the following information:
    • location of work to be performed,
    • period of performance,
    • field reconnaissance needed,
    • special qualifications, equipment, or other requirements to complete the work,
    • expected travel and meetings,
    • deliverables associated with the work,
    • specific regulatory compliance expected,
    • evaluation criteria and relative importance,
    • identification of whether the project is firm fixed price or time and materials.
  2. Develop a government cost estimate that includes both labor hours by specialty and any direct costs.
  3. Select a qualified contractor(s) to respond to the task order and provide both a refined scope of work, cost estimate, quality assurance plan, and subcontracting plan.
  4. Review the proposal(s), determine if additional data is needed, negotiate with the preferred contractor, and review any additional submitted information. The review would include references with past clients, understanding of the scope of work, qualified personnel to perform the work, and appropriate level of experience.
  5. Request a best and final offer from the selected contractor.
  6. Issue the task order and Notice to Proceed.
  7. Contract modifications may occur at any time throughout the contract as new information becomes available. This may include adding or deleting services and changes in the project schedule.
