The Alaskan Way Viaduct replacement project is one of the largest transportation design projects on the West Coast today. Recognizing that a traditional EIS wouldn’t work for such a controversial project, WSDOT and the consultants created a reader-friendly EIS that followed these key concepts: tell a story, engage the reader, make it visual, and make it brief. The result is a concise, informative EIS for a complex $3-4 billion dollar project. ACEC's annual Engineering Excellence Awards (EEA) program recognizes innovation, expertise, and ingenuity in engineering achievement. This nationally acclaimed program – the "Academy Awards" of the engineering industry – offers entrants well-deserved recognition from their peers as well as a national audience. The accomplishments and contributions of private engineering firms are brought to the attention of members of congress, federal agencies, and the national media. May 30 , 2006
The City of Duvall’s 0.9 mgd oxidation ditch wastewater treatment plant was nearing capacity. After evaluating several alternatives, membrane technology was chosen as the preferred treatment alternative because it required the smallest space, allowed the existing oxidation ditch and clarifiers to be used, and provides extremely high quality effluent, giving the city an opportunity to reclaimed water. The upgraded facility was completed $1.2 million under budget, treats 1.75 mgd, and provides reuse water for irrigation. This award recognizes the partnership between the managing agency, the Parametrix (consulting engineer), and the contractor who, working together, complete public works projects. Awards are divided into five categories that include Emergency/Disaster Preparedness, Historical Restoration/Preservation, Structures, Transportation, and Environment. Duvall won the award for Environmental projects between $10 million and $100 million. May 30 , 2006
The project included reducing the number of travel lanes on Evergreen Parkway from four to two, creating planter strips, reducing impervious surface, and developing shared-use bike/pedestrian paths along both sides of the parkway. A roundabout was installed at the intersection with McCann Plaza to address a failing level of service. The parkway project is unique because it embraces several fundamental beliefs that the college promotes: collaboration, sustainability, environmental stewardship, and efficient use of resources (both physical and financial). This award recognizes projects that demonstrate the principals of sustainability through the integration of goals and policies, such as efficient use/reuse of resources, implementing smart growth initiatives, and economic and environmental stewardship.

The Washington Chapter of the American Council of Engineering Companies (ACEC) awarded two Parametrix projects, the Alaskan Way Viaduct and Seawall Replacement Draft EIS and the Duvall Wastewater Treatment Plant Expansion and Outfall Improvements project, with Gold Engineering Excellence Awards. The Alaskan Way Viaduct and Seawall Replacement Draft EIS received a Gold Award in the studies category. The Alaskan Way Viaduct replacement project is one of the largest transportation design projects on the West Coast today. Recognizing that a traditional EIS wouldn’t work for such a controversial project, this document uses a new reader-friendly approach, with the goals of: tell a story, keep it brief, engage the reader, and make it visual. The 168-page draft EIS uses clear, simple language in a question-and-answer format, with supporting technical information included on a CD. The result is a concise, informative EIS for a complex $3-4 billion dollar project. Parametrix was the lead environmental consultant responsible for designing and writing the EIS as a subconsultant to Parsons Brinckerhoff. The Duvall Wastewater Treatment Plant Expansion and Outfall Improvements project received the Gold Award for Exceeding Client/Owner Needs. Parametrix was the prime consultant for the project, which upgraded the City of Duvall’s treatment capacity, provided a new outfall within the Snoqualmie River that was required by the Department of Ecology, and provided reuse water for irrigation. Parametrix worked with the City, regulatory agencies, and the community to develop solutions which met the needs of all stakeholders within the budget, schedule, and space limitations of the City. The ACEC’s engineering excellence awards competition recognizes engineering firms for projects that demonstrate a high degree of achievement, value, and ingenuity. Projects are rated on the basis of: uniqueness and originality; future value to the engineering profession and perception by the public; social, economic, and sustainable development considerations; complexity; and successful fulfillment of client/owner’s needs, including schedule and budget.

The City of Tigard received the 2005 Good Governance Award from the League of Oregon Cities for their work with Parametrix in developing a plan to improve their downtown area. The purpose of the plan was to determine how the city will transition its downtown area into a higher-density, mixed-use “urban village,” with employment and housing opportunities that are well-served by transit. The desired outcome is compact areas of retail, cultural, and recreational activities in a pedestrian-friendly, “uniquely-Tigard” environment. Parametrix led a multi-disciplinary consultant team in achieving the following objectives:
Tigard’s twenty-four member Downtown Task Force was recognized for the extensive citizen involvement and community outreach taken to engage the entire community in shaping the Downtown Improvement Plan. After receiving initial training from Parametrix in urban design concepts, approximately 90 Community Dialog meetings were held and facilitated by the Task Force members, involving over 1,300 citizens. This effort resulted in a true citizen-to-citizen conversation which helped to win broad community support for the Downtown Improvement Plan. The Good Governance Award recognizes programs that successfully engage citizens in local government processes, enhances citizen’s awareness of decision-making, and fosters local leadership through education, planning efforts, or volunteerism.

Parametrix received the Federal Highway Administration’s prestigious Environmental Excellence Award for Environmental Streamlining in an Earth Day ceremony today. The firm was honored for their role in developing the Oregon Department of Transportation’s Oregon Bridge Replacement Environmental Stewardship Program, a program that improves environmental protection and streamlines the environmental permitting process for state bridge replacement and repair projects. The streamlining is accomplished by creating a single process for securing multiple permits, an integrated mitigation program, and significant improvements in data collection and management for over 300 bridge construction projects that were funded and approved by the 2003 Oregon State Legislature. In giving the award, Federal Highway Administrator Mary E. Peters said, "Oregon's bridge replacement program carries forward the U.S. Department of Transportation's commitment to a high quality transportation system and a healthy environment. We appreciate and applaud Oregon's dedication to these objectives." Wayne Kober of the Center for Environmental Excellence of the American Association of State Highway Transportation Officials noted that this innovative new approach "should serve as a model for other states." "This unprecedented level of collaboration has resulted in not just one good project, but in a holistic change in how ODOT integrates environmental stewardship into project and program delivery," said Heather Catron, OTIA III State Bridge Delivery Program manager. "This program is delivering significant savings due to reducing or eliminating the cost and delays associated with redesign because of environmental impacts." ODOT’s new approach is estimated to lower total design costs by as much as 15 percent and avoid project delays due to environmental permitting concerns. Eleven State and Federal agencies, such as the US Army Corps of Engineers and Oregon Department of State Lands, who are involved in reviewing or permitting transportation projects, have a significant stake in this new streamlined approach. They were pleased to participate in the streamlining effort, not only because it is more efficient than the traditional approach, but also because the strategy’s environmental standards and mitigation program will provide greater environmental benefits. The Oregon Bridge Replacement Environmental Stewardship Program includes compliance with 14 different State and Federal environmental regulations, including those covering water, wetlands, plants, fish and wildlife. By integrating all of these regulations into a single compliance process, and integrating wetland and habitat mitigation requirements, the strategy is reducing program costs for ODOT, other state and federal agencies, and taxpayers, while also providing greater environmental protection and recovery. The results have made this a model for the rest of the country. Parametrix’s Portland office managed the development of the environmental strategy. "We were thrilled to help create such an innovative and successful program," said Jeff Heilman of Parametrix. "ODOT initiated this collaborative effort with a sincere request to look outside the box for better solutions. That willingness to innovate made this an exciting effort for us. And the results – more efficient bridge delivery combined with better environmental protection and recovery – make it especially satisfying."

The National Association of Environmental Professionals (NAEP) announced that the Draft Environmental Impact Statement (EIS) for the Alaskan Way Viaduct and Seawall Replacement Project, has won NAEP’s President’s Award for Environmental Excellence. The award recognizes the Alaskan Way Viaduct EIS as the &best of the best" of entries received in all categories. The award letter states, "We found your NEPA EIS approach and the manner in which environmental alternative analyses were portrayed to be truly unique and a very creative model. The environmental decisions to be made were clearly and distinctively communicated for the public and decision makers, a feat which makes this project an obvious choice for this award. This award carries national significance…" This award is being given to the parties responsible for creating the Draft EIS: Parametrix, Parsons Brinckerhoff and the project’s three lead agencies: Federal Highway Administration, Washington State Department of Transportation (WSDOT) and City of Seattle. The award will be presented at the NAEP National Conference for President's National Environmental Excellence Awards, on Tuesday, April 19th in Washington, D.C. Transportation Secretary, Doug MacDonald stated, "I am proud of this award and the efforts we have made throughout WSDOT to improve how we communicate with the public. This particular project is the poster child for our efforts, so receiving national recognition is that much more meaningful." The Alaskan Way Viaduct EIS was the first to showcase WSDOT’s new approach in preparing more reader-friendly environmental documents. By using clear writing and high quality graphics, WSDOT hopes to more effectively engage the public in the planning and decision-making process for future projects. Parametrix submitted the award application on behalf of the project.

Pope & Talbot received the Environmental Excellence Award from the Department of Ecology for their work with Parametrix to clean up contamination in Port Gamble. The cleanup began in 1995 when the company’s 150-year-old lumber mill closed its doors. Seven projects have since been completed under Ecology’s Voluntary Cleanup Program. "The site encompasses an entire company town and has presented an unusual variety of contaminated areas, but thanks to the commitment of these companies, we’ve seen a remarkable transformation," said Ray Hellwig, Ecology’s regional director who presented the awards. The Environmental Excellence Award recognizes leadership, innovation, and extraordinary service to protect, improve or clean up the environment. A number of Parametrix employee-owners from the Bremerton and Bellevue offices have had significant input on this project. Parametrix, the Washington State Department of Transportation, Federal Highway Administration, and City of Seattle were awarded the Distinguished Award and the Best of Show award for the Alaskan Way Viaduct and Seawall Replacement Project Environmental Impact Statement (EIS). The Puget Sound Chapter of the Society for Technical Communications issued the awards. The awards were grouped in three categories: technical publications, technical art, and online submittals. The EIS was selected as the Best of Show among a diverse group of locally created technical publications. Additionally, the EIS received a distinguished (first place) award in the informational materials category. The Washington State Department of Transportation is working to make all of its publications and communications clear and appealing for the public. The Alaskan Way Viaduct EIS was developed with these goals in mind. The EIS won the award for it’s document layout, engaging graphics, and easy to read text. Despite the complexities of the project, the project team kept the EIS document size down to a manageable 168-pages by including detailed technical information on a CD attached to back cover of the document. This is much more concise than typical EIS documents, which routinely contain hundreds of pages of complicated technical jargon. In addition, several staff members from the Washington State Department of Transportation, Federal Highway Administration, and City of Seattle made direct contributions to the document and were responsible for its development. The project will now be submitted for the International Competition. Awards will be announced in May 2005.
