Delivering quality projects collaboratively

Changes in customer expectations and limitations of available owner resources are creating demand for better, faster, and cheaper ways to deliver projects including design-build, general contractor/construction manager (GC/CM), and public-private partnerships. Each of these alternatives is based on an integrated team philosophy. Parametrix is ideally suited for these efforts, given our collaborative nature and reputation of teamwork. Our staff are involved in professional organizations developing improved methods of project delivery and have served on the State of Washington’s Capital Project Advisory Review Board’s Project Review Committee and the task force that developed heavy civil GC/CM legislation. We help clients analyze various delivery methods, determine the most appropriate fit for each project, and manage the procurement and delivery process.

Colman Dock in Seattle is Washington State Ferries’ (WSF) largest ferry terminal and supports transportation across Puget Sound between downtown Seattle and communities in Kitsap County and the Olympic Peninsula. It serves commuters, tourists, commercial vehicles, walk-on passengers and bicyclists. Key components of Colman Dock are aging and vulnerable to seismic events and the layout of today’s facility also creates safety concerns and operational inefficiencies due to conflicts between vehicles, bicycles and pedestrian traffic.
This is WSDOT’s first project under legislation authorizing heavy civil GC/CM project delivery. Parametrix provided GC/CM advisory services, helped WSF secure state approval to use GC/CM, developed procurement documents, and managed contractor selection. We are also providing preconstruction and construction phase support. The phased project is scheduled to completion in 2023. The project is addressing safety concerns related to seismic vulnerability and conflicts between vehicles, bicycles, and pedestrians. The team has worked to address a variety of project challenges including delays in funding and coordination of interagency agreements and projects.
