Designing sustainable transportation solutions for livable communities

Transit systems improve livability, provide affordable mobility, manage congestion, and lower energy use and greenhouse gas emissions. From initial system planning and securing environmental approvals, through design and assistance with operations, Parametrix partners with agencies on all types of transit systems—commuter rail, light rail, heavy rail, bus rapid transit, streetcar, and ferry systems. Our staff regularly coordinates with FTA and has comprehensive knowledge of the New Starts program.

The Portland-Milwaukie Light Rail project will extend Portland’s MAX light rail system from downtown and the South Waterfront District, across the Willamette River to Southeast Portland and Milwaukie. The 7.3 mile light-rail extension features a new transit/pedestrian/bike-only bridge across the Willamette River, a critical habitat for salmon species protected under the ESA. The alignment also passes through areas with brownfields, degraded shorelines, and contaminated sediments. A detailed cumulative effects review of related projects such as trails, street, and streetcar connections to the light rail project was completed, supporting their expedited NEPA clearances. The EIS was completed in less than 3 years, with a Draft EIS in 2008, a Biological Assessment in 2009, and a Biological Opinion, Final EIS, and Record of Decision in 2010. The project includes 11 stations and 3 major park-and-rides and in-street, at-grade, and elevated sections through 8 separate neighborhoods. FTA recently authorized the Full Funding Grant Agreement, committing New Starts funding to provide 50 percent of the project’s $1.495 billion budget.
