Metro needed an experienced team to quickly assemble robust and technically sound Priority and Comprehensive Climate Action Plans (PCAP and CCAP) as part of the EPA Climate Pollution Reduction Grant process. The work included a thorough review of climate action currently underway, a seven-county community GHG inventory, low income and disadvantaged community analysis, and mitigation scaling of the climate actions that met the requirements for grant applications from metropolitan area agencies. Parametrix led this effort to develop a regional climate action plan for the Portland-Vancouver Metro Statistical Area. This included identifying priority actions that have high potential for significant GHG reductions, evaluation of co-benefits, implementation milestones, cost-effectiveness, and impact on low-income and disadvantaged communities. The work spanned five counties in Oregon and two counties in Washington and supports over fifty local agencies.
