Island County Comprehensive Plan Climate Element

The Island County Comprehensive Plan Climate Element provides a coordinated framework to address climate change mitigation, adaptation, and resilience across Whidbey and Camano Islands, with specific consideration of regional assets and vulnerabilities, including Naval Air Station Whidbey Island. The project integrated best available climate science, local hazard and emissions data, and extensive stakeholder engagement to identify climate risks such as sea level rise, wildfire, extreme heat, flooding, and infrastructure vulnerability, while aligning countywide goals with state requirements and community priorities. Coordination with NAS Whidbey Island ensured that military operations, mission resilience, and shared infrastructure and ecosystems were considered alongside county land use, transportation, housing, and natural resource planning. The resulting Climate Element establishes clear policies and implementation strategies to reduce greenhouse gas emissions, enhance resilience of communities and critical facilities, protect natural systems, and support long-term economic and environmental sustainability for Island County.
