City of Port Angeles Selects Parametrix for 106-Year-Old Culvert Repair Project

Peabody Creek Culvert at high tide after the snow earlier this month.Bremerton, WA – Peabody Creek Culvert, located within the City of Port Angeles, needs repairs after over a century in use. Parametrix will perform hydraulic analysis and preliminary design for the project.The 1,070-foot-long culvert runs along South Lincoln Street and crosses under East 1st Street and East Front Street, which are designated as SR 101.In addition to being structurally deficient, the culvert blocks fish passage because of its slope. This project will consider alternatives to create a fish-passable culvert or to mitigate elsewhere. The Peabody Creek Culvert is on a state fish passage injunction list but is considered a low priority because of limited habitat upstream.The project team, led by Parametrix, includes Shannon & Wilson and Willamette Cultural Resource Associates.Parametrix was also recently selected as the prime consultant supporting the Washington State Department of Transportation’s Olympic Region fish barrier removal program that will replace 22 fish barrier culverts. Salt Lake City, UT – Parametrix has hired George Benford as a Principal Consultant to lead the firm’s Salt Lake office. He has over 40 years of experience in the engineering industry, both in the private and public sector.His expertise is in transportation, traffic, utilities, and environmental studies, as well as public involvement. He has participated in all phases of projects from planning to design and construction.Benford comes to Parametrix from Horrocks Engineers where he served as Principal Engineer for ten years. Guy Horchy, PE Joins Parametrix

Portland, OR – Guy Horchy, PE has joined Parametrix as a senior transportation engineer based out of the firm’s Portland office. His 16 years of experience includes freight and light rail design as well as highway and intersection design. He specializes in the design of active transportation infrastructure for bicyclists and pedestrians. Horchy comes to Parametrix from Murraysmith, where he worked on the Oregon Department of Transportation’s Oregon 212 Union Pacific Railroad to U.S. 26 project. Tom Swartout, PE Joins Parametrix

Puyallup, WA – Tom Swartout, PE has joined Parametrix as a senior engineer based out of the firm’s Puyallup office. He has over 20 years of experience as a process engineer specializing in municipal and industrial water and wastewater treatment processes and infrastructure. Swartout comes to Parametrix from the City of Olympia where he provided technical planning and engineering support to the City’s wastewater and drinking water utilities for more than five years. In this role he served as Project Owner of capital facilities projects, author of annual capital facilities plans, and primary technical resource for vertical assets. Swartout co-authored the City of Olympia Water System Plan and Wastewater Management Plan. Additionally, he championed the piloting and implementation of an ozone-based odor control system for a problematic sewer and lift station, saving the City over $100,000 annually in eliminated chemical and media costs.Prior to his recent municipal service, Swartout spent 13 years in the private sector, working for Brown and Caldwell, CH2M HILL OMI, and CH2M HILL, providing environmental engineering and operations and maintenance consulting services to local and federal government, sanitation authorities, and private industry. Tulalip Tribes Selects Parametrix for I-5 Interchanges Improvements Project

4th Street Interchange Seattle, WA – Parametrix has been selected by the Tulalip Tribes to develop alternatives that increase capacity, safety, operations, and mobility at the 4th Street NE and 88th Street NE I-5 interchanges.88th Street Interchange The Tulalip Tribes is a federally-recognized Indian tribe located on the Tulalip Reservation, bordered on west by the Puget Sound and on the east by the City of Marysville and Interstate 5. Access to the reservation is dependent upon three interchanges on I-5. One of those interchanges, 116th Street NE, is currently in the final phase of construction.Traffic on the 4th Street and the 88th Street I-5 ramps hinder commerce, commuters, and visitors on the reservation. Congestion at the interchanges cause delays on I-5 when the off ramps back up on to the mainline.Quil Ceda Village serves as the economic engine for tribal jobs and businesses and is accessed via these interchanges. The heart of the reservation for residences, tribal government, and other enterprises is accessed at the 4th Street NE interchange. Theo Prince, PE Joins Parametrix

Seattle, WA – Theo Prince, PE has joined Parametrix as a senior engineer in the firm’s Seattle surface water group. He has 19 years of experience providing stormwater management and surface water design and analysis for public and private clients, most recently in the Pacific Northwest and previously the New York City area. Prince has worked on storm drainage improvements, culvert replacements, and low impact development retrofits in King, Snohomish, and Whatcom counties.
