Seattle Multimodal Terminal Renovation

Parametrix provided advisory services and change management support for WSDOT’s first GC/CM project—the Washington State Ferries (WSF) division’s reconstruction of its occupied flagship ferry terminal. The project is a joint undertaking of WSF and the King County Ferry District because it involves the simultaneous work for the collocated passenger-only ferry terminal facility.

Parametrix helped WSF to secure state approval to use GC/CM and helped WSF develop procurement documents, manage contractor selection, and negotiate preconstruction and construction phase services followed by construction phase support. The new Seattle Multimodal Terminal at Colman Dock will improve safety by addressing safety concerns related to seismic vulnerability and conflicts between vehicles, bicycles, and pedestrians. The team has worked to address a variety of project challenges including delays in funding and coordination of interagency agreements and projects.

Responsibilities included heavy civil GC/CM advisory, procurement of the heavy civil GC/CM contractor, review and processing of construction change orders, high-level estimating and scheduling support, audit issues resolution, and review/recommendations for significant construction change orders and contract interpretations.
