Portland, OR – Guy Horchy, PE has joined Parametrix as a senior transportation engineer based out of the firm’s Portland office. His 16 years of experience includes freight and light rail design as well as highway and intersection design. He specializes in the design of active transportation infrastructure for bicyclists and pedestrians. Horchy comes to Parametrix from Murraysmith, where he worked on the Oregon Department of Transportation’s Oregon 212 Union Pacific Railroad to U.S. 26 project. Prior to that, Horchy was with HDR, Inc. in Portland for nearly four years. His project work included Cedar Street Bike and Pedestrian Improvements for the City of Hillsboro, the Tacoma Dome Link Extension for Sound Transit, and multiple West Vancouver Freight Access projects for the Port of Vancouver.At Parametrix, Horchy joins the firm’s transportation design group in Portland, providing engineering services to clients throughout the greater Portland Metro Area. Nicole Mackie Selected as Parametrix ESOP Trustee

Seattle, WA – The Parametrix Operations Leadership Team and Board of Directors have selected Nicole Mackie to serve as an internal ESOP Trustee. Tom Swartout, PE Joins Parametrix

Puyallup, WA – Tom Swartout, PE has joined Parametrix as a senior engineer based out of the firm’s Puyallup office. He has over 20 years of experience as a process engineer specializing in municipal and industrial water and wastewater treatment processes and infrastructure. Swartout comes to Parametrix from the City of Olympia where he provided technical planning and engineering support to the City’s wastewater and drinking water utilities for more than five years. In this role he served as Project Owner of capital facilities projects, author of annual capital facilities plans, and primary technical resource for vertical assets. Swartout co-authored the City of Olympia Water System Plan and Wastewater Management Plan. Additionally, he championed the piloting and implementation of an ozone-based odor control system for a problematic sewer and lift station, saving the City over $100,000 annually in eliminated chemical and media costs.Prior to his recent municipal service, Swartout spent 13 years in the private sector, working for Brown and Caldwell, CH2M HILL OMI, and CH2M HILL, providing environmental engineering and operations and maintenance consulting services to local and federal government, sanitation authorities, and private industry. Tulalip Tribes Selects Parametrix for I-5 Interchanges Improvements Project

4th Street Interchange Seattle, WA – Parametrix has been selected by the Tulalip Tribes to develop alternatives that increase capacity, safety, operations, and mobility at the 4th Street NE and 88th Street NE I-5 interchanges.88th Street Interchange The Tulalip Tribes is a federally-recognized Indian tribe located on the Tulalip Reservation, bordered on west by the Puget Sound and on the east by the City of Marysville and Interstate 5. Access to the reservation is dependent upon three interchanges on I-5. One of those interchanges, 116th Street NE, is currently in the final phase of construction.Traffic on the 4th Street and the 88th Street I-5 ramps hinder commerce, commuters, and visitors on the reservation. Congestion at the interchanges cause delays on I-5 when the off ramps back up on to the mainline.Quil Ceda Village serves as the economic engine for tribal jobs and businesses and is accessed via these interchanges. The heart of the reservation for residences, tribal government, and other enterprises is accessed at the 4th Street NE interchange. These improvements are critical to the Tribes, surrounding communities, and the I-5 corridor.The Tulalip Reservation includes 22,000 acres of land abundant with natural resource including marine waters, tidelands, fresh water creeks and lakes, wetlands, forests, and developable land. The Reservation is home to the Snohomish, Snoqualmie, Skagit, Suiattle, Samish and Stillaguamish Tribes. Theo Prince, PE Joins Parametrix

Seattle, WA – Theo Prince, PE has joined Parametrix as a senior engineer in the firm’s Seattle surface water group. He has 19 years of experience providing stormwater management and surface water design and analysis for public and private clients, most recently in the Pacific Northwest and previously the New York City area. Prince has worked on storm drainage improvements, culvert replacements, and low impact development retrofits in King, Snohomish, and Whatcom counties. Parametrix to Provide Engineering for Olympic Region Fish Passage Barrier Removal

Puyallup, WA – The Washington State Department of Transportation (WSDOT) has awarded Parametrix a contract to provide design consultant engineering services for the removal of 22 fish passage barriers in the Olympic Region. In March 2013, a federal court injunction was issued that requires WSDOT to remove state-owned culverts that block habitat for salmon and steelhead by 2030. WSDOT has over 1,000 culverts that apply to this injunction.Many of the culverts were installed prior to scientists fully understanding the needs of fish. The new culverts are much larger and more resilient to changes in landscape. Removing a single barrier can improve fish access for miles. In order to maximize the number of barriers removed in a short amount of time, WSDOT has identified 22 individual sites in the Olympic Region to be addressed in a single contract. The sites are located in five counties along six different state routes. The Parametrix team includes David Evans and Associates, HDR, and SCJ Alliance. Sarah Ogier Joins Parametrix as Vice President

Seattle, WA – Sarah Ogier has joined Parametrix as Vice President overseeing the firm’s water and environmental planning and compliance practices in the Puget Sound region. She has over 20 years of experience in natural resources and utility management, including drinking water, wastewater, solid waste, and stormwater. Ogier comes to Parametrix from the City of Bellevue Utilities Department where she served as Utilities Policy Advisor. In this role, she advocated for Bellevue Utilities in regional forums and partnerships. She also helped charter the Employees of Bellevue for Racial and Cultural Equity group. Prior to that, she worked for the King County Department of Natural Resources and Parks. There she established and led the Office of Sustainability and Innovation for the Wastewater Treatment Division, advised the County on the Lower Duwamish Superfund site, and managed several environmental programs including ecosystem capital projects planning, salmon recovery interlocal teams, natural lands acquisition, and groundwater protection. In this role she served on the King County Wastewater Equity and Social Justice Team as well as serving as an advisor on the Center for Sustainable Infrastructure Board of Trustees. Ogier earned a Master of Urban Planning in Water Resources Management & Planning from the University of Washington. “We’re thrilled to have Sarah join Parametrix. Parametrix to Complete Final Design of New Silverdale Transit Center

This is a continuation of the preliminary engineering work the firm has completed.The current transit center is located near the interchange of SR 3 and SR 303. The new location will be just southwest of the SR 303 interchange and Ridgetop Boulevard NW across from the Harrison Medical Center. This location will be closer to housing and employment centers than the current location. Kitsap Transit has been working with CHI Hospital, as they are conducting improvements in the area for an expansion. The team is also coordinating with Kitsap County, WSDOT, Harrison Hospital, and the Federal Transit Administration.Rendering courtesy of Schemata WorkshopParametrix prepared an operational, environmental, and cost assessment to identify a preferred alternative layout. A traffic analysis was also conducted. Construction is set to begin in late 2020 and last through 2021.
